A holistic approach to outsourced training
Petrofac Training Services' flexible approach and customised service were key to the development of a training management solution (TMS) for Shell EP Europe (EPE).
Since 1999, Petrofac Training Services has provided Shell EPE with a completely outsourced training management solution for the management and administration of the training requirements for over 6,000 Shell EPE personnel.
At the outset, the contract involved a training programme and course administration service. However it grew rapidly to include a number of additional services incorporating a customised approach to the planning, procurement, scheduling, booking, tracking and reporting of training for Shell EPE personnel.
As part of the contract, a customised service is provided to a number of Shell assets including Aberdeen, St Fergus, Mossmorran and Bacton. Dedicated TMS personnel work with Shell to ensure that training requirements are identified via training matrices, developed via training programmes and are managed through the sourcing, booking and administration of training courses and associated requirements.
The initial contract for Shell personnel in the UK has led to a nine-year relationship following three contract extensions. In 2003 the contract was extended to include Shell EP Europe, covering Assen in Holland and Norske Shell in Norway, and in 2005 Petrofac Training Services won a further two-year contract, which was extended in 2007 until August 2008.
In line with the increased scope of the contract, the TMS team has grown in size and capability, and comprises dedicated training advisors and administrators, with multilingual capabilities. An extensive supply chain of over 400 approved associates and sub-contractors has been developed, enabling Petrofac Training Services to provide a completely outsourced managed service.

Key features of the TMS service include a real commitment to the highest level of customer service, and experience and expertise in driving value from the supply chain.
Pipeline operations facility
To enhance our technical training portfolio we added a bespoke and specialised pipeline operations training facility to our training site in Montrose. The first of its kind in the UK, the most unique aspect of our pipeline facility is the ability for delegates to undertake practical hands-on experience on an actual pipeline, without the risk associated with live operations.
The facility covers all aspects of training, from management to operations, and courses are delivered at both introductory and advanced levels. Equipped with the latest Supervisory Control Awareness and Data Acquisition (SCADA) technology used to monitor and control the pipeline, it enables multiple scenario simulations to be programmed during training.

A strong track record with Hess in the UK led to Petrofac Training Services securing a contract to implement a full emergency response system for Hess in Denmark.
An initial gap analysis on the current emergency response system in place was conducted and a detailed proposal was developed to enhance the system and ensure that the emergency response plans in place were robust.
The team worked closely with Hess to develop and set up an emergency response facility, as well as designing the emergency response plans and procedures. The in-house teams where restructured to support the new emergency response plans, and a number of additional personnel were recruited to fulfil key positions within the Incident Management Team.
On completion of the implementation, Petrofac Training conducted training and exercising for the complete ER team.
Hess Denmark has now led to the development of emergency response plans for Hess Norway.

Petrofac Training Services has been working with BP Offshore in the Gulf of Mexico since March 2006 and has designed, and established a world-class training function across BP USA's deepwater activities.
The contract was awarded following the completion of a marine baseline survey and audit for seven of BP's deepwater installations in the Gulf of Mexico, resulting in the development of a training needs analysis for all marine personnel. Petrofac Training Services identified the training needs and from this introduced a skill enhancement programme to develop the competence of BP staff. It was the success of this programme, coupled with the dedication of the experienced Petrofac Training Services team that led to the contract to develop the training and competence function for BP.
Petrofac Training Services was chosen as the provider due to their track record with BP in the Caspian, where Petrofac, through its partnership with TTE, manage and operate the BP owned Caspian Technical Training Centre (CTTC). It is also our experience of managing training solutions for companies including Shell, Apache and Total in Europe, coupled with our in-depth knowledge of European training standards that gives Petrofac Training Services an unrivalled position in this field.

Shell Robert, LA Survival training 1000 2006 ongoing |
In partnership with the Shell Robert Training Center (SRTC) in Robert, Louisiana, we developed and deliver Shell-specific training, introduced by Shell as a compulsory requirement for all of its own and contractor personnel who visit Shell installations in the Gulf of Mexico more than 3 times in any one year.
The course is managed and run by our survival team, who impart their skills in the challenging HUET drills and exercises. It incorporates a new and unique technique called 'the personal swimmer', as used by the US Naval College, representing an example of using our knowledge and skills to develop courses to meet local requirements.
Recently the partnership with Shell has become stronger with the introduction of our Major Emergency Management and Control Room Operators training delivered by our team from purpose built simulators, designed by Petrofac Training Services in the Shell Robert Training Center in Louisiana.

Providing 24/7 emergency response support to industry
Petrofac Training Services pioneered the concept of an integrated Emergency Response Service Centre (ERSC) and in early 2006 made this a reality for the UKCS, with the launch of the first integrated ERSC in Aberdeen, Scotland, providing immediate and effective response support to multiple North Sea operators in the event of an emergency situation.
The ERSC is at a constant state of readiness, providing a complete emergency response solution for operators on a worldwide basis, with 24/7 emergency response support and a pool of specialist responders.
The centre features robust and resilient state-of-the-art IT and telecommunications equipment to ensure our customers are best prepared to respond to an emergency situation.
Strategically located next to the Maritime and Coastguard Agency and industry regulators, the ERSC is the first point of contact for a number of North Sea and international installations, providing them with an immediate and effective response in emergencies.
In support of industry’s ongoing efforts to improve and address safety issues, the centre has made a positive impact on the response capability of our customers, including Hess, BG Group, TS Marine, BHP Billiton, and Northern Offshore.
The benefits to customers are wide-ranging – from an operational level, where the importance of timely and effective actions cannot be underestimated, to strategic levels where an emergency situation may impact upon the company’s reputation.
In just one year, the centre successfully handled 144 emergency incidents for its customers and, as a result of the emergency response team’s expertise in dealing with a wide range of incidents, only seven of these required a full incident team call out.
The facility supports a variety of assets, ranging from manned and unmanned installations and drilling rigs, to hydrocarbon carrying vessels and pipelines. In addition, it also supports a growing number of assets from the renewables sector, including wind farms in the UK, USA, Netherlands, Spain, China and India.
A continual cycle of training and emergency exercises, ranging from getting help to the affected installation to assisting relatives and media liaison, are arranged to ensure that customers are prepared for every eventuality. These activities are tailored to each customer’s specific needs.
The ERSC has been involved in live exercises with government agencies on many occasions, including the secretary of state representative (SOSREP) and the Department of Environment and Climate Change (DECC, formerly the DTI).
Our dedicated personnel have a wealth of experience from emergency response backgrounds, including in the energy industry, armed forces and emergency services. Response teams and responders can also be provided to work with customers in remote or site-specific locations, to enable them to provide first-on-scene responder service where the customer requires it.
Following high demand for the services, the number of experienced and dedicated responders has doubled over the last year. This significant concept can and will be replicated in other key oil & gas provinces worldwide.
